SN74HC14A: Maximum and Minimum input voltage

It is not mentioned in its data sheet about the maximum and minimum voltage of the device.

In other devices (for example SN74HC151) datasheet, it is mention that the recommended input voltage is 0~VCC.

So I could assume that SN74HC14A also has the same performance.

However, this value is nearly useless and unreal to judge overshoot or undershoot, and even the normal operation,

because there are always noises on the input which make the real input voltage to be 0±noise at Low Level, and VCC±noise at High Level.

Actually, the device can allow input voltage with clamped current of ±20mA, so I assume that the actual input voltage (absolute value which do not destroy the device) 

should be -0.5V to VCC+0.5V. Is this assumption correct?
