SN74AVC4T774: Current consumption is 2mA when the device is disabled

Hi Team,

The customer disabled the SN74AVC4T774 but the device consumes up to 2 mA. The OE Pin is pulled low and the VCCA is at 3.0 V and VCCB is 0 V. The inputs are all pulled to GND via a 10Mohm resistor. The output has no load, If he connects some load at the output the current consumption drops to a few micro amps. His concern is does the output always have to be loaded?

Does he need to tie VCCB to a supply voltage of 1.1V to 3.6V for the device to function normally?
