SN74AXCH1T45: What is the maximum speed at which SN74AXCH1T45 or SN74AXC1T45 toggle at when supply is 0.65V?

The datasheet doesn't specify this, so there's no guarantees -- however, there is an IBIS model available, so you could simulate given your load conditions to see the expected performance.

Why does not the DS have speed or rise/ fall time data vs voltage table?

Isn't that critical data for a logic gate?

Is there data on minimum speed the gate will work at 0.65V?

That is very low frequency, any device that can guaranteed @50MHz with 0.8V supply?

The fastest low-voltage logic family is AUC. At 0.8 V, the SN74AUC1G74 datasheet does not provide a guarantee; the typical maximum frequency is 50 MHz.

You should not try to achieve high frequencies at extremely low voltages.

How about 74AVC1T45? Table 15 of the datasheet indicates that it can.

There is no table 15 in either the SN74AVC1T45 or the SN74AXC1T45 datasheet.

The AUC family is faster than AXC or AVC. Your best choice is an AUC buffer like the SN74AUC1G125. If that is not fast enough, then your problem cannot be solved with a logic device.

Table 15 in the Nexperia datasheet shows the edge rate of the input test signal. The propagation delay of the device itself (in tables 12/13) is much larger.

Yes, the propagation is high.

But since the clock is going only to one destination, the phase delay between the input and output will not matter.

The output edges should be clean.
