We are giving 3.3V as VCC.
We have following queries,
1.) Whether we can give upto 5.5V for IO lines or it must be within VCC supply
2.) Whether the output will be stable if we give upto 5.5V for IO lines.

When an IO pin is set as an input, ie it is in the high-impedance state, then you can apply up to 5.5V, regardless of the supply:
2.) Whether the output will be stable if we give upto 5.5V for IO lines.
Outputs should not be forced above the supply value.
