Hello, 

I want to do an eltronic timer design using CD4060B. If I click on a pushbutton, a clock pulse of CD4060 occurs the latter allows to activate a relay until a certain time that will be fixed by the pins 9 and 10 and after this delay the relay have to be open again. I'm not sure if this binary counter / devider oscillator function like i want or not.  can you help me with a documents that describe how this binary counter/devider oscillator function.

    The CD4060B will work in a similar manner to the SN74HC4060.
    Please refer to the datasheet for this part: www.ti.com/.../sn74hc4060.pdf
    This device internal schematic is shown and the function table is provided on page 2.

    The SN74HC4060 can only operate up to 6V, while the CD4060B device can operate a higher voltages.
    Hopefully this helps you to understand how these devices work, but let us know if you have additional questions.
