SN74HC4060: Output State During Startup

What is the state of the outputs when power is first applied, or more generally, are all the flips-flops zero during startup?

Specifically, I have CLR tied to ground and am using an RC oscillator of C = 2.2 uF R1 = 53.6 kO R2 = 536 kO. Are all the flip-flops held low during startup, or are they in an indeterminate state? Should CLR tied to high?

    The outputs will be in an unknown state until data has been clocked through them.  It's best to clear the device at startup if you need to be certain of the output.  Many times people only care that the output is a certain frequency, so it's not an issue.
