SN74LVC08A: can it support 1.8V power supply?

Hi team,

My customer asked if SN74LVC08A can support 1.8V power supply, in the datasheet, it said "Operate From 1.65 V to 3.6 V" in the first page, but in 7.3 Recommended Operating Conditions, it is 2V to 3.6V for operating, Data retention only is down to 1.5V. I do not understand what is data retention, can my customer use 1.8V power supply like below schematic? Thanks.
