SN74LVC126A: Tie OE against VCC or input voltage?

Hi!

I'm using the TPS62743 to convert 5 V down to 1.8 V VCC as power supply for an AVR. Then I use SN74LVC126A to convert/level shift four inputs from 5 V down to VCC (1.8 V), since I did not find a compact quadruple gate or buffer without 3-state and defined logic levels against +5 V. The input pins are tied against GND using pull-downs of 1k5. Now I want to know if I should tie the OE pins against VCC or +5 V. I assume against + 5 V because that is also the voltage of the inputs.
