You have left out a crucial part of your question -- what is the load resistance? Or is it a new resistor designed by Q to always pull exactly 10mA, regardless of the voltage across it?

Essentially it's just a linear interpolation from the datasheet values available. If MI6 doesn't have the tools available to help you with the interpolation, please let me know and I can post an Excel calculator to help.
