CD4060B: CD4060BE pin color

Hello, TI team,

My customer has some questions about CD4060BE. The chip CD4060BE was purchased from MOUSER last week. The pin color was found to be dimmed, unlike the previously purchased. The previous were shiny. It was difficult to get tin when welding. The temperature of tin furnace was raised, and the problem had not been improved significantly. The agent said it was caused by a change in the manufacturing material of TI. Is there an official explanation for this? And is there a welding procedure specification document for the bad welding caused by this? Could you share it to us?Attachment is the photo.
