The CD4060B is guaranteed to operate at least at 3.5 MHz with a 5V supply, and typically will operate at 7 MHz. TI can only guarantee the minimum specification, so 4.096 MHz would be considered "operate at your own risk"
Have you considered instead using a device designed for 5V operation? The SN74HC4060 is the same function, but is guaranteed to operate at 22 MHz (minimum) with a 5V supply.
