SN74LVC08A: Driving input pins without power

I have a situation where the part might get 3.3V max to its input pins without power (Vcc = 0V). Will this damage the part in anyway? The datasheet seems to indicate the part will be fine, since the maximum voltage for Vin isn't referenced to Vcc. Also the datasheet indicates a maximum of 50mA through the input diode. Is there some sort of internal current limiting resistor, or would an external resistor be required to protect the input pins in this scenario?
