SN74AHC08: How to understand the max value of t_PLH and t_PHL

Hi team

Could you tell how to understand the max value of t_PLH and t_PHL?

For example,  in case of SN74AHC08, t_PLH and t_PHL are 1ns typical and 7ns max. 

Customer is wondering it's possible that t_PLH is 1ns but t_PHL  is 7ns in one SN74AHC08. 

Or is it ok that customer think that t_PLH and t_PHL in one SN74AHC08 are almost same value?

And are there any materials to understand these things?

    tpd is the worst case of tplh and tphl.

    Please refer to the app note : understanding logic datasheets below:

    typical data is not a guarantee( unless noted in the datasheet) and is tested for nominal sample at room temp. Always consider using the max as the worst case value across PVT.
