Dear Teams.

 When power is supplied to the IC, will Vcca be automatically supplied internally to the OE pin to enable output?
↑ In that case, isn't it necessary to externally input logic to the OE pin?

The OE pin is a high-impedance CMOS input. The V_CCA supply powers the circuit that reads the pin state, but the pin itself is connected to the gates of the input transistors, so it is isolated from the rest of the device. Without an external signal, the pin will float, which you must not do: [FAQ] How does a slow or floating input affect a CMOS device?
