SN74GTL2014: whether we can give voltage to VREF before VCC of SN74GTL2014

The absolute maximum ratings allow voltages at the B pins; I'd expect the V_REF pin to behave the same.

Anyway, is your circuit different from figure 5? As far as I can see, it is allowed for V_TT to come up before V_CC.
