TXS0108E: dc bias on the output level and noise at input level

Hi,

we are getting a noise at input level whn converting 1.8V to 3.3V logic and Not working

the above screenshot when measure at TXD-1.8V line

output shows a DC bias on blue line

Please show the schematic. I suspect that some other device on the 3.3 V side is actively driving high.
