(a) When both Vcca and Vccb is 0V, before turn on SN74LVC8T245PW, are there the recommended voltage and current of A1 and B1? Are the voltage limits at turn-off the same as the range in the datasheet (Absolute Maximum Voltage -0.5 – 6.5V )?
(b) I’d like to ask about how to handle unused I/O pins. I plan that unused input pins are connected to GND without pull-down resistor and that unused connected pins are open. Could you please tell me if there is any problem with this usage?
(a) When either supply is at GND, all I/Os are in the high-impedance state and overvoltage tolerant.
(b) Grounding them is OK. See [FAQ] What should be done with unused I/O pins of the level translator devices?

Thank you Guru. Could you please tell me how much voltage the "overvoltage tolerant" can protect the device from if possible? Just a round about number is ok.

In this case, "overvoltage" just means a voltage above VCC.
The recommended operating conditions allow 5.5 V, the absolute maximum ratings, 6.5 V.
