Can a SN74LVC3G17DCUR output 3.3V logic while the inputs are 5V logic levels, when the part is powered by 3.3V?

Yes, the SN74LVC3G17DCUR can accept 5V inputs and output 3.3V outputs when the VCC is powered at 3.3V.

Essentially, it can do down-translation, as the inputs are over voltage tolerant.
