I still don't understand how to calculate the VOL in SN74LVC1G07 @ VCC 3.3V and IOL 4mA.
Would you please list down the calculation procedure?
Or we should refer to VCC 3V spec which is the closest condition with VCC 3.3V.
When VCC is 3V, the VOL is 0.4V at IOL 16mA, so the R is 25 ohm, then if IOL is 4mA, the VOL will be 4m*25 = 0.1V?

Yes.
3 V is the worst case of a 3.3 V ± 10 % supply.
VOL = 4 mA / 24 mA × 0.55 V = 0.09 V
