No, svd file is used in Ozone (Segger debugging tool) to have access to peripherals registers:

I found https://github.com/dhoove/tixml2svd which might be able to produce a SVD file from the TI XML for the TMS570LS3137 (<ccs_install_root>/ccs/ccs_base/common/targetdb/devices/tms570ls3137.xml). The readme for tixml2svd mentions has only been tested on MSP430, MSP432, and CC* wireless devices, so not sure if changes will be required to be able to convert the TI XML for Hercules devices.
