TM4C123x devices that have a ‘7’ after the package type and temperature designators are Revision 7 silicon.
If the ‘7’ is excluded, then the device is Revision 6 silicon.
The key difference between Revision 6 and Revision 7 is with various EEPROM errata items. If the EEPROM is not used in an application, then the devices are functionally equivalent. If the EEPROM is used, then changing devices likely will require software changes to account for the errata items which were addressed and the new, minor items that resulted from the fixes in Revision 7. In such a case, the EEPROM errata would need to be reviewed in detail to understand the impact of the swap. For certain applications that use EEPROM with Revision 7 silicon, it may not be feasible to use Revision 6 silicon instead.

What does the 'R' designate differently?
The R is simply a packing designator to indicate the devices will be shipped in Tape & Reel. The omission of the 'R' means the devices will ship in Trays.
