TMS570LS3137: JTAG flashing, custom board

Dear all,

For this specific project, I was mainly using TMDS570LS31HDK: Hercules Development Kit to bring up my SW application, so far so good, I can flash it with XDS100v3 and SEGGER.

Now, I received our custom board with the same microcontroller developed by our HW departament, but I'm having issues to flash it, more specific error:

The value is '-230' (0xffffff1a).
The title is 'SC_ERR_PATH_MEASURE'.

I strongly believe the JTAG pin connection is done right, I have checked voltage supply:

V_CORE: 1.2v

V_3V3: 3.3v

I think the microcontroller might be constantly in reset, any hints about nPORRST, nRTS, nERROR and TEST pin?

Any ideas on how  could debug this further?
