SIMPLELINK-MSP432-SDK: MSP432 can not connect via XDS110 or JLINK with (Error -261 @ 0x0)

Dear TI Team

IC Type : MSP432P401RIRGC

Error Status : 

 - 2 new boards ( Same operation same problem), can not connect to MCU after flash a bin file via Uniflash ,  start address setting in Uniflash is 0x00 , other setting is default

- the bin file is changed from MSP432 Launchpad demo code , switch MCU type to MSP432P401RIRGC , changed some GPIO and so on

- Error :

I have try to unlock / factory reset steps  and I have try JLINK with SWD mode & Jtag mode, but still can not connect with error -261

Please help to check my issue , thanks.
