Is there any example or API reference for putting device to Standby mode?
I am unaware of any examples for this functionality. The device is only ever in Standby mode for a very short period of time between POR and execution of RBL/SBL. There are still power saving methods that can implemented when the device is in the Active state such as disabling unused peripherals and reducing clock speeds. I will loop in a few other folks for any additional comments in regards to implementation here.

No, this is just a moment in time during the device startup process that the cores purposefully enter the WFI mode. Device cores can still be put into WFI mode manually with application software.
