For 10-pin JTAG header, the pin 10 is for nRESET (system reset). Pin 10 can not be used for nTRST.
The 10-pin Arm JTAG connector doesn't include the nTRST signal. Without this signal, the TMS570 JTAG TAP controller will be held in reset by the internal and external pull-down that is recommended for the TMS570 TRSTn pin. This will make it impossible to communicate with TMS570LSx via JTAG.

You can also refer to the launchpad schematics about the JTAG signals connections. The launchpad is small and the JTAG signal trace is very short, so we don't add series termination resistors on JTAG signals.

1. The RTCK is not a standard JTAG signal, so leaving it NC is OK.
2. If nTRST is not connected to emulator, the nTRST should be pulled HIGH on your target PCB board. If nTRST is connected to debugger or emulator which has an internal pull-up on nTRST signal, a pull-down is added to nTRST on target PCB board.
