TM4C129ENCZAD: Why Strallis Device Firmware Upgrade Is Missing

Sterallis Device Firmware Upgrade was displayed when USB was connected to TM4C129ENCZAD in Vergin state.

At this time, I used TM4C129ENCZAD and XDS110 (TMDSEMU110-U).

As a procedure, I set the crystal oscillator value to 16 MHz (the value used to connect TM4C and Crystal) in UniFlash and loaded the bootloader.bin file.

After that, s with loading firmware_3.0.0.13bin.
(Hierarchy is as follows)
C:\ti\ccs_base\common\uscif\xds110\bootloader.bin
C:\ti\ccs_base\common\uscif\xds110\firmware_3.0.0.13.bin

After that I closed UniFlash and connected TM4C129 with USB.
Then the Strallis Device Firmware Upgrade disappeared.

What could be the cause?
