I wanted to check when would one require to use nowECC tool?

There are several ways for ECC generation.
1. nowECC:
This tool generates the data to be programmed into the ECC memory locations of a TMS570 Platform device with ECC Flash memory.
2. CCS / UniFlash:
Customer can directly generate ECC by checking the ECC Generation option in CCS or UniFlash like as below.
3. Linker command file:
Using linker command file also customer can generate the ECC, which is the link you are pointing in your problem description.
Customers can use any of these methods for ECC generation. Using of nowECC tool is one of the old methods of ECC generation, usually customers will use either CCS or linker based ECC generation now a days.
