Thanks for your patience. Please find the response from the design team below:
"The latency table below is for store-and-forward. It is measured from the end of an ingress packet to the start of an egress packet. The cut-thru latency (AM261x devices) is <1.5us in 1G mode and is measured from the start of an ingress packet to the start of an egress packet."

It is a bit difficult to classify it as "best, worst or average" as it depends on the test environment such as number of packets, the test interface, duplexity, xMII interface etc. The table mentions the latency observed for 1 packet at 1G link
