Is there any reason why it cannot be used with other emulators?
2. The program transfer was slow on the XDS100V2. Is the XDS110 improving?

I would suggest asking Blackhawk for a recommendation on which of their isolation adapters to use.
In looking at the link to the adapter you sent looks specifically designed to use both the debug and auxillary connections of the XDS110. The auxilliary connection is unique to the XDS110.
If just isolating a debug connection they have another products.
For example this one supports if you are using one of the standard Arm connections (Cortex10, Cortex20 or Arm20).

When connecting ISO110 and XDS110 with Aux interface, it can be used only with XDS110.
When connecting ISO110 and XDS110 with the Debug interface, it can be used with various emulators like XDS200.
Is this recognition correct?

As this is a Blackhawk custom product I highly recommend contacting Blackhawk with these questions We have no experience with this adapter board.
When I read the description of the product on the web it mentions that the debug probe side is being powered by the aux connector so I am doubtful that this will work for probes other than XDS110.
The ISO110 does expect the target board to provide up to 80 mA of 1.8, 3.3 or 5.0 volts on JTAG pin 5 (TVD) to power the adapter's target side components. The debug probe side is powered by 3.3 volts from the XDS110 Aux port, which is configured in Code Composer Studio.
