TMS320F28027: Are the USB-UART and EEMPROM chips flashed with propietary content in Evaluation Board LAUNCHXL-F28027?

Hi, 

 I have integrated the TMS320F28F27 in one of our motor controllers. I would like now to create a small board for flashing and debug the microcontroller from CCS through the microUSB.  Something like the upper part of the evaluation board LAUNCHXL-F28027, with a 2x5 pin connector to connect to the lines needed for it in the microcontroller board ( SCI_TX, JTAG_TRST, SCI_RX, GPIO_34, TDI, TMS, TDO, TCK, 3V3 and GND). 

The task seems not difficult because the hardware desing package for the evaluation boar are available, but I have some doubts about the components:

-U6: the FT2232HQ, which is an USB HS DUAL UART/FIFO 64-QFN

-U8: the 93LC56BT-I/OT, a memory chip (EEPROM 2KBIT 3MHZ SOT23-6). 

My doubt if they need to be programed  with some TI propietary code /data or if I can buy them blank and use them directly. In case of the first case, is there any way of programming them ?
