SM320F28335-EP: XCLKOUT state during reset

While Reset(XRSn) is active low, XCLKOUT will be active in its default state of SYSCLK/4(which in reset should be XCLKIN/4).  If there is a correct input clock to the device, XCLKOUT should show it when XRSn is active or inactive.  The only exception would be if you manually disabled it with the CLKOFF bit in SW.

If XRSn/Reset were to ever go active low again, it would reset the CLKOFF bit and XCLKOUT should re-appear.
