Please refer to section 9.1.9 Security in page 39 of SPRS523. It explains the procedure.

Does there has any document for how to use JTAG debug interface sending the CSM key into KEY registere ?

Such as send JTAG IR commane xxH DR command xxxxH …….

No, this has to be done through CCS. It can also be done through a boot-loaded code.
