TMS320LF2403A: .out file parse issue

Hi, 

We are doing programming work for customers. Currently we have a project to program TMS320LF2403A. The customer file is .out file, and usually we use HEX2000.EXE to convert it into HEX file as we did many times for other C2000 chips (e.g. TMS320F280025, TMS320F280049). But when  we did the conversion for this part,  we got many warning messages as attached picture. 

We know this part is an old DSP for years, but please help if we need to setup for some special parameters in HEX2000.EXE to get the right conversion?

Or we need the other tool to do the conversion?
