Yes, this will be no issue for development. If you are using F28075 based examples those will take care of setting the clocks correctly as well. If you use some F2837xD examples for apples to apples you would want to slow the device from 200MHz to 120MHz to get the same max clock that is on the F28075. Functionally there will be no difference.
The second core is held in reset until the primary core releases it. Since any F28075 example won't do this(since there isn't a 2nd core), then that will look the same as well.

since we are going for single core MCU i.e. F28075. Can you provide launchpad and evaluation board details which support F28075MCU firmware development. It will be helpful if you share me links/documents(datasheet. schematics etc.) which helps me quick understanding about eval board and launchpad
