Before I approve any sort of return I'll have to ensure that you correctly plugged in and turned on the board.

Please provide a photo of the board and any connections you have made to power it. It will also be helpful if you additionally describe the connections.

The picture shows power is only supplied to the isolated XDS100v2 JTAG emulation circuity via J1 on the control card.

Piccolo F280049C controlCARD Information Guide (Rev. C) contains the following for how the control card needs to be powered:

Konmos,

as i suspected you have only powered the Isolated emulator portion of the controlCARD. As Chester has correctly pointed out you still need to provide power to the C2000 device.

This is typically done with a TMDSHSECDOCK, however any 5v source could work.
