I'm picking up from where Jorge Caicedo left off on the linked related question.

I am, however, now running CCS 11.1 on macOS 12.1.

Today, I updated the XDS110 to the latest firmware and disconnected pin 10 (JTAG10) from pin 2 (JTAG14), as suggested by MatthewPate. In order to first power up the launchpad and only then power up the custom F28M35 board, I also disconnected pin 1 (JTAG10) from pin 5 (JTAG14), the 3v3 pin. I saw no changes in the results reported by Jorge Caicedo.

I would also like to correct a piece of information on the linked related question: the RESET pin has a 2k2 Ω pull-down (not pull-up) on our custom board.

Thanks for including the link to the original post, helped me recall what I said!

I've learned a bit more since that reply, XDS_RESET_OUT is NOT the same as TRSTn, so the disconnect is the right call.

We have 2 options; the first is before you initiate a connection you would manually need to pull TRSTn up, to bring the test logic/TAP out of reset and hold it high until you are finished debugging.

The 2nd option is to wire the TRSTn signal(and EMU0/1 if you prefer) from the TM4C device on the LAUNCHPad that is acting as the XDS110. Make sure that the configuration is set to full JTAG(IEEE1149.1) and not cJTAG that would be used by the F28004x device that is on the LP. This is under the advanced tab in the target connections file.
