The features listed are capabilities of the CPU core. This does not mean all these capabilities are implemented as features in the device. Many C2000 devices don’t even have the EMU0/EMU1 pins. Note the line above the table "A target system is not required to support any mode other than normal mode." Only Normal mode is implemented in this device.
Do you mean that the TMS320F28335 chip does not have a slave mode of Device Operating Modes? which chip it can be work on?

No C2000 device supports this mode.
