Yes, C2000 supports TI-RTOS and FreeRTOS but is recommended to user FreeRTOS going forward. Below are the github linkss for c28x FreeRTOS port and demos which can be used as reference. The C28x specific content can be found under CCS folder in these repos.

Does the C2000 support the TCP / IP protocol stack?

C2000 supports LWIP TCP/IP stack on F2838x devices , C2000Ware provides a webserver and a UDP example based on LWIP (open-source TCP/IP stack) Please note that this is bare metal and do not use any RTOS.
