Download and install motorware which has many example projects to support this kit, and follow the lab guide to understand these lab projects.

First of all, I connected TMS320F28027F & DRV8301 device and bldc motor like picture:
Then I try to connection with InstaSPIN_F2802xF_UNIVERSAL I check the device manager and what is the connection port like the picture and I can't hadle it. I don't understand the problem. Should I load a code on the card before these steps? I don't know how to solve this problem.

Please follow the lab user's guide to run the labs within CCS, and see what happens. The GUI is better to be used for demo, not for development phase.
If you haven't had a chance to look at the workshop material, I think this will help demystify some of the terminology and architecture as well.
