What kind of access of access to flash is needed?

To read the flash after JTAG is connected, just read the memory address of flash. You can see the content in memory browser.

To Write, the user will need to use FLASH API. Please refer to C2000Ware SDK for details.

CCS has flash plugin, which can be used to programming the flash of device. UniFlash can also be used. Both of these need JTAG connectivity.

Our customer said that he needs more low-level information. This MCU uses JTAG IEEE Standard 1149.1 standard right?

So for connecting to the MCU using JTAG, I will use these three pins (TMS, TDI, TDO) to access the TAP (Test Access Port) to program or read the flash?

Yes, it uses JTAG 1149.1 standard.

The signal description for JTAG pins are explained in the datasheet

     All JTAG signals are need to take control of the device. If you can tell us more about what exactly customer is trying to do , we can help better. "Access the flash" does not tell us much. Do they want to program the flash or do they want to read/dump the flash contents? Note that this device does not support boundary scan.
