TMS320F28032-Q1: JTAG connection is ok but the RAM/Flash content are all 0 and RAM can't be modified

Hi experts, 

In my customer board, we found one failure board that JTAG connection is ok while all RAM/Flash memory are 0 in memory-browser, and the RAM can't be modified via memory-browser. We also read the peripheral frames (ADCCTL1 register value is 0x4000), but also can't modify it in register window. 

What causes this phenomenon? Internal JTAG logic or interconnection logic? Please help check this problem. Thanks.
