Can you refer to the PFC design on SDK (like TIDM 2008). It uses SPLL and has lot of internal variable. As you mentioned that the issue get fixed by changing the order in which variables are defined. The existing PFC code (available on SDK) can help structure your code.

I hope you have digital power SDK. If not, please download from the below link
https://www.ti.com/tool/C2000WARE-DIGITALPOWER-SDK
There you will find solutions like TIDM 2008 or pmp40988. These are PFC based solutions and use SPLL. Open one of them in CCS and you can see how they are structured.
You can send the code but at this time its not possible for me to go through that as I am occupied with other works.

I would first prefer you to through the existing designs like TIDM 2008 or pmp40988. I hope that will help. Going through a new code and understand it is a time taking process which is not possible with my current work load.
