TMS320F28P559SJ-Q1: sysconfig capability of tidm_02017_2w_traction_f28p55x

 sysconfig integrated in tidm_02017 cannot be opened by sysconfig 1.21.0 and 1.21.1, otherwise it will report the below issue:

it can be opened normally if I use sysconfig version 1.20. please help to check whether it can be fixed in coming version sysconfig.
