TMS320F280039: SAFETI_CQKIT clarification needed on qualification

Tool/software:

The Qualification Kit User Guide in SAFETI_CQKIT, and the accompanying template documents, list the two qualification modes (process-based and validation-based) depending on the safety levels.

That is clear enough for ISO 26262 with ASIL A to ASIL D, but for IEC 61508 the only option given in those documents is the validation-based mode, which is utterly complex (and unneeded) for SIL-1 and SIL-2 levels. However, what I find in the template documents is this wording:

The Process-based qualification mode can be chosen in case the system is
developed according to ISO 26262 with ASIL A or ASIL B.
The Validation-based qualification mode must be chosen in case the
system is developed according to ISO 26262 with ASIL C or ASIL D, or in
case the system is developed according to IEC 61508 or EN 50657.

How do I make use of the Qualification Kit for a IEC 61508 SIL-1/SIL-2 application?
Shouldn't the documentation be changed to allow for these levels in process-based qualification mode?
