Looking for 9ns Pulse Counting Solution

I'm not sure if any of the C2000 MCUs could do this but I thought I'd post so someone more familiar with this series of parts could tell me. I found this app note,  but it only talks about 100kHz which obviously isn't fast enough. The MSP430F550x has a Timer D that some one was able to measure 48MHz so I was hoping that the C2000 could do better than that.

    The C2000 eQEP (quadrature encoder) only needs two clock cycles for counting a pulse. This means at least 222 Mhz for counting 9ns pulses. The TMS320C28342 runs at 300MHz, so it should do the trick... (Disclaimer: I have never worked with this part, neither tried to operate the C2000 eQEP so close to the max specification. You should try this with a devboard to be sure.)
