my question is in the topic. Is it possible to use the full function of the F280049C on a 2 layer pcb board?

    I am confident that any design will work on just 2 layers. A colleague has done a small board that is just two layers. We have not done any characterization on such a board though. Ensuring that you have proper/enough decoupling capacitance for each supply rail is critical. You don't want the MCU to be starved of current (causing voltage droop) during heavy processing.

    Having an inner ground plane helps a lot with signal integrity and noise. If you are planning on doing some high-performance control with critical analog feedback. I strongly encourage using dedicated ground planes. There are a lot of references online for PCB design regarding noise isolation on PCBs.

    In summary, The MCU will work, but without careful planning and layout you will not be able to achieve the datasheet performance specs - this is true regardless of how many layers you use...
