Is there any example project code for a Pulse and Direction BLDC motor drive using LAUNCHXL-F28069M? I'm using BOOSTXL-DRV8301 RevB booster card and incremental disc encoder with that.

Unfortunately, we don't have such an example code as you want, just have some reference designs that support hall sensor, incremental encoder (QEP) or absolute encoder for BLDC.

You can find the sensored-FOC PMSM references in the folders of controlSUIE as the link below, or MotorControl SDK that just has a reference for F28004x, F2837x and F2838x.

Like a reference in C:\ti\controlSUITE\development_kits\HVMotorCtrl+PfcKit_v2.1\HVPM_Sensored that uses F28035, but it's easy to port the reference to F28069 if you'd like to take some time to understand the reference per the guide.
