The control and config registers on this device are active logic vs an SRAM construction that has a distributed array of bits that are held with a dual inverter type design. As such the control/config registers should be more robust to upset(radiation) events than SRAM. My experience is that the SRAM SER numbers for a device of this type, would dominate the SEU/SER number.
