Do we have a tool for the TMS320F280025C that would allow customers to estimate device current draw based on peripherals used and running clock rates?

We do not have a tool for this. But it is good input to know this would be useful, will consider this for the future.
Your best bet would be to use the Datasheet power numbers and do the math manually for different frequencies and disabling peripherals with the tables and charts provided.
No, we don't have any app. notes. The datasheet does have information about typical and max power consumption, as well as a table that will allow you to adjust the power down based on which peripherals are unused. Furthermore, there are plots to adjust the power down based on reduced processor clocks, voltage, and/or temperature.
