    Thanks for reaching out to the E2E forum.

    I would start with this application note we have for debugging common JTAG connection issues.  It will guide step by step to root cause the issue.  You can reply back with what steps you were able to confirm were good/bad and we can go from there.

    I would also note that if the emulator connection is on the physical control CARD(not the one on the dock or JTAG header) that this does not supply power to the board, only the XDS100.  Power will still need to be supplied from the dock, either from 5V USB connection or 5V barrel connector.
